The following article gives a summary of decrees by the Council of Ministers and communiqués by the Ministry of Economy regarding prevention of unfair competition in imports, made between 1 April 2017 and 30 April 2017.
Anti-dumping Duty Placed on Photovoltaic (Solar) Modules or Panels Imported from China
The Import General Directorate has imposed anti-dumping duties on imports of Photovoltaic (solar) modules or panels, imported from China under tariff code 8541.40.90.00.14. The duty entered into effect on being published in Official Gazette number 30025 on 1 April 2017.
Accordingly, anti-dumping duties now apply as follows:

Procedures and Principles Introduced for Surveillance Applications Regarding Squash Seeds
The Communiqué on Surveillance Application in Imports number 2017/5 (“Communiqué”) determined procedures and principles for surveillance applications launched into squash seeds, which are worth less than certain Unit Customs Values.
Qualifying goods can only be imported with a surveillance document issued by the Ministry of Economy (“Ministry”).
To obtain the surveillance document, forms attached to the Communiqué must be completed and sent to the Ministry. Surveillance documents are valid for six months and cannot be transferred. Surveillance documents must be returned to the Ministry within ten business days after expiry.
A correction notice was subsequently published in Official Gazette number 30029 on 5 April 2017, regarding the effective date of the goods under the Communiqué. Accordingly, the Communiqué enters into effect by publishing for the goods in the “Squash Seed” with tariff code, and will become effective 30 days after publication for the goods in the “Others” category, with tariff code 1212.99.95.00.19.

The Communiqué on Surveillance Application in Imports number 2017/04 (“Communiqué”) determines procedures and principles for surveillance applications launched into appetizers which are worth less than certain Unit Customs Values.
The Communiqué was published in Official Gazette number 30029 on 5 April 2017, entering into effect on 5 May 2017.
Qualifying goods can only be imported with a surveillance document issued by the Ministry of Economy (“Ministry”).
To obtain the surveillance document, forms attached to the Communiqué must be completed and sent to the Ministry. Surveillance documents are valid for six months and cannot be transferred. Surveillance documents must be returned to the Ministry within ten business days after expiry.

Safeguard Measure Investigation Launched Into Automobile Parts
A safeguard measure investigation has been launched into automobile parts by the Import General Directorate of the Ministry of the Economy via the Communiqué on Safeguard Measures in Imports number 2017/1, published in Official Gazette number 30030 on 6 April 2017.
The investigation was initiated on the grounds that the quantity of imports has increased significantly and importation of such goods is damaging domestic production. The investigation will be carried out by the General Directorate and completed within nine months.
A temporary duty of US $0.50 per kilogram will apply to imports for 200 days throughout the investigation.

Safeguard Measure Investigation Launched Into Polyester Staple Fibre Imports from Iran
At the request of local manufacturers, the Import General Directorate of the Ministry has initiated a safeguard measures investigation into polyester staple fiber, imported from Iran under the tariff code 503.20.00.00.00. The investigation will assess the effect of the current safeguard measures and consider whether to continue these measures. The investigation will be conducted by the General Directorate and completed within nine months.
