The following article gives a summary of decrees by the Council of Ministers and communiqués by the Ministry of Economy regarding prevention of unfair competition in imports, made between 1 December 2017 and 31 December 2017.

Anti-Dumping Duty Will Continue for Imports of Exterior Tires of Heavy Vehicles, Agricultural Vehicles and Construction Vehicles from China

The Cabinet of Ministry resolved to continue existing definitive measures for imports of exterior tires of heavy vehicles, agricultural vehicles and construction vehicles from China with the Communiqué on Prevention of Unfair Competition in Imports published in the Official Gazette number 30258, published on 2 December 2017.

Investigation Launched Into Actions Granite Imports from Iran

The Ministry of Economy has received allegations that anti-dumping measures against China and Vietnam for granite imports are being circumvented via imports through Iran. Accordingly, it has initiated an ex officio investigation. The period being investigated is 1 January 2015 until 1 November 2017.

The investigation will consider granite with the tariff code of 6802.23 and 6802.93 which is currently subject to anti-dumping measures under Communiqués on Prevention of Unfair Competition in Imports numbered 2012/14 and 2016/4.

The investigation was initiated by the Communiqué on Prevention of Unfair Competition in Imports numbered 2017/28, published in Official Gazette number 30264 on 8 December 2017, entering into effect on the date published. New Exporter Examination Investigation Launched Into Vietnam-Based Granite Exporter “Bach Viet Co. Ltd.”

Upon the request of Bach Viet Co. Ltd., a new exporter examination investigation will take place into the mentioned company, according to the Communiqué on Prevention of Unfair Competition in Imports numbered 2017/32 published in the Official Gazette number 30271 on 15 December 2017.

Granites with the tariff codes of 6802.23 and 6802.93 will be investigated, which are currently subject to anti-dumping measures under the Communiqués on Prevention of Unfair Competition in Imports numbered 2012/14 and 2016/4.

Inspection Certificate will be Required for Ballpoint Pen Imports

Following the Communiqué on Inspection in Imports numbered 2017/13, published in Official Gazette number 30272 on 16 December 2017, an inspection procedure will now apply for the following goods:

Pursuant to the Communiqué, an inspection certificate will be required to be obtained from Ministry of Economy General Directorate of Imports in order to import these good.

Anti-Dumping Duty Placed on Colorless Sheet Glass Imported from Russia

As a result of an investigation conducted pursuant to the Communiqué on Prevention of Unfair Competition in Imports numbered 2017/35 by the Ministry of Economy General Directorate of Imports, it has been decided that an anti-dumping duty will be imposed on Russian imports of colorless sheet glasses, classified under tariff code 7005.29.

The anti-dumping duty will apply as below.

Anti-Dumping Duty Removed From Certain Copper Wires Imported from Russia and Ukraine

An investigation conducted by the Ministry of Economy General Directorate of Imports has been finalized regarding the anti-dumping placed on copper wires with minimum width of 6mm, classified under tariff code 7408.11.

As a result of the Communiqué on Prevention of Unfair Competition in Imports numbered 2017/36, it has been decided that the anti-dumping duty placed on imports of these copper wires from Russia and Ukraine will be lifted.

Investigation Launched Into Synthetic and Artificial Discontinuous Thread Imports from Nepal and Bangladesh

The Ministry of Economy received allegations that anti-dumping measures imports of synthetic and artificial discontinuous thread imports from China, Indonesia and India are being circumvented by imports via Nepal and Bangladesh. Accordingly, it has initiated an ex officio investigation. The period being investigated is 1 January 2015 and 1 December 2017.

The investigation will consider synthetic and artificial discontinuous thread with tariff code 55.08, 55.09 (excluding 5509.52; 5509.61; 5509.91), 55.10 (excluding 5510.20), 55.11 which are currently subject to anti-dumping measures under the Communiqués on Prevention of Unfair Competition in Imports number 2015/8 and 2014/2.

The investigation was initiated by the Communiqué on Prevention of Unfair Competition in Imports number 2017/37, published in Official Gazette number 30285 on 29 December 2017, entering into effect on the same date.
