The Regulation Amending the Cosmetics Regulation (“Regulation”) prepared by the Turkish Medicines and Medical Devices Agency was published in Official Gazette dated 14 November 2022 and numbered 32013, entering into force on the same day with limited exceptions.
With the Regulation, annexes of Cosmetics Regulation have been amended.
The significant amendments introduced by the relevant Regulation can be enlisted as follows:
- List on Banned Substances in Cosmetic Products (Annex-II) and List on Substances that Cosmetic Products should not Contain, except for certain restrictions (Annex-III) have been updated and several new substances have been added to the lists. The Regulation shall be in force as of 17 December 2022 for some of the new added substances.
- List on Colorants Permitted for Use in Cosmetic Products has been updated (Annex-IV).
- List on Preservatives Permitted for Use in Cosmetic Products has been updated (Annex-V). Pursuant to the Regulation, all end products containing the types of ester and salts enlisted in the Regulation, shall not be presented to the market as of 31 July 2024 and shall not be supplied to the market as of 31 July 2026.
- List on UV Filters Permitted for Use in Cosmetic Products has been updated (Annex-VI). Pursuant to the Regulation, products containing “2-Hydroxy-4-methoxybenzophenone/Oxybenzone” and not complying with given requirements, shall not be presented to the market as of 28 January 2023 and substances containing “2-Hydroxy-4-methoxybenzophenone/Oxybenzone” and not complying with given requirements shall not be supplied to the market as of 28 July 2023.
