The following article gives a summary of communiqués by the Ministry of Trade regarding the prevention of unfair competition in imports, released between 1 June 2020 – 30 June 2020.
Turkey Initiated Surveillance System for Import of Products Under the Classification of Polyesters
Turkey decided to investigate the import of the goods under the classification of “Polyesters” under the tariff positions 5503.20.00.00.00 upon the application of Turkish manufacturers.
Application for issuance of surveillance certificate is made through the website of the Turkish Trade Ministry (www.ticaret.gov.tr) with e-signature as well as website namely (www.turkiye.gov.tr). In case of failure of application due to electrical problems, the application can also be made by submitting physical documents.
Surveillance certificates to be issued will be valid for nine months however they can be extended for another six months if deemed necessary.

Turkey Initiates Quota on Imports from Iran
Turkey has stated that the distribution, management and application and principles and procedures of the usage of the product under the tariff positions 3920.20.21.00.19 within the scope of the Communiqué regarding Surveillance Practice in Import (Communiqué No: 2020/2) published in the Official Gazette dated 5 May 2020 and numbered 31118 will be applied for the period and amounts given below:
Turkey Amends the Communiqué on Surveillance Practice in Import
The products to be under surveillance are determined in the annex of the communiqué. 2nd Article has been amended by including the phrase “Products indicated in article 2/1 will not be registered in the event of having a summary declaration or TIR carnet or being gross 25 kg or less within the scope of the transit declaration.” It is also stated that Exporter-Manufacturer Information Form may be requested as one of the “Documents to be Annexed to Registry Document Application Form” if deemed necessary.

Turkey Amends the Communiqué on Surveillance Practice in Import
With the amendment made on the Communiqué regarding Surveillance Practice in Import (“Communiqué”) published in the Official Gazette dated 4 June 2013 and numbered 28667 it is stated that a Registry Certificate must be obtained for import of the products listed in Article 1 of the Communiqué.
Furthermore, it is regulated that import will not be prevented in the event that the value and the amount detected during the registration of the customs declaration exceed the registered amount up to 5% and the List of Products Subject to Registration in the Annex of the Communiqué has been updated.

Turkey Announces Measures on Toothbrush Import
As a result of existing protection measures, it has been decided by the Ministry of Commerce to start an investigation on toothbrush imports by determining that imports may be a threat to domestic production. In the Communique, the procedure and principals regarding the investigation have been regulated.

Turkey Amends Surveillance Practices in Import

Turkey Alters Additional Customs Tax on Imported Goods

Turkey Amends Import Regime
Turkey has amended the Decision on Import Regime which has entered into force with the Cabinet Decree dated 20 December 1995 and numbered 95/7606 in line with the annexed list regarding the tariffs imposed on product groups such as organic chemicals, silicon materials.
